Taiwan in U.S. - China Relations, 1979 - 1989

Abstract

Following mutual recognition and the establishment of formal diplomatic relations on 1 January 1979, relations between the United States and China entered a new phase after three decades of tension and confrontation. Although bilateral ties gradually improved, they remained deeply shaped by the broader dynamics of the Cold War. The triangular relationship among the United States, China, and the Soviet Union exerted significant influence, constraining the pace and scope of rapprochement. In 1978, under the leadership of the second-generation Chinese leadership, with Deng Xiaoping at the forefront, China embarked on a programme of reform and opening-up aimed at revitalising the country after a decade of turmoil (1966 - 1976). Improving relations with the United States was seen not only as a strategic counterweight to the Soviet Union but also as a means to access capital, advanced science, and technology from the United States and Western countries in support of economic modernisation. However, throughout this complex process, Taiwan remained a persistent and sensitive issue, posing significant challenges to the development of bilateral relations. The Tiananmen Square events of 1989 marked a turning point in U.S.-China relations, as the United States reimposed sanctions and containment measures against China. This article aims to examine the Taiwan issue in U.S.-China relations during the period 1979 - 1989.
