Thương mại xuyên Địa Trung Hải giữ vị trí quan trọng đối với hàng hải và thương mại nước Mỹ trong thời kỳ thuộc địa và buổi đầu lập quốc. Thời gian đầu sau khi tuyên bố độc lập (1776), nước Mỹ phải một mình đối diện với nạn cướp biển. Chính quyền Mỹ lâm vào tình trạng tiến thoái lưỡng nan vì thiếu tiềm lực và kinh nghiệm trước sức mạnh của các nhà nước cướp biển Algeria, Tripoli, Tunisia và Morocco. Cướp biển thường xuyên bắt giữ các tàu buôn và thủy thủ đoàn của Mỹ buôn bán qua khu vực Địa Trung Hải và yêu cầu nộp các khoản tiền chuộc và cống nạp khổng lồ. Điều đó ảnh hưởng đến danh dự, kinh tế, gây gián đoạn thương mại và an ninh hàng hải của Mỹ.
