Efforts to Take Advantage of the Party’s Peace Opportunities in the Years 1945 - 1946

Abstract

On September 2, 1945, President Ho Chi Minh pronounced the Declaration of Independence giving birth to the Democratic Republic of Vietnam. However, at this time, our country faced many difficulties, in which three urgent problems that need to be solved “the enemy of hunger”, “the enemy of ignorance” and “the enemy of foreign aggression”. The Democratic Republic of Vietnam was not been recognized. In the Report to High Commissioner D’Argenlieu dated on 28 October 1945, Pignon, Political Advisor of the French High Commissioner commented “the Vietnamese government was founded “without allies, without money, with almost no weapons”. In order to maintain, build and strengthen the revolutionary government, the Party and President Ho Chi Minh advocated the synchronous implementation of domestic and foreign measures and activities. The purpose of the article is to clarify the policies, measures and foreign activities of the Party and President Ho Chi Minh in relations with France in order to restore peace since the Democratic Republic of Vietnam declared the independence (2 September 1945) prior to the National Day of Resistance (19 December 1946).
